Elections and public policy never happen in a vacuum.

LBJ didn’t sign the Voting Rights Act out of the goodness of his heart (though that probably helped) — the nonviolent uprising by Martin Luther King Jr. and millions of Americans built the context that forced his hand. The British certainly didn’t leave India because they believed in democracy — Ghandi and the Indians’ strategic nonviolent non-cooperation turned the tide, and made Britain withdraw.

People with few resources and little conventional influence are making transformational progressive change more and more often, through creative, strategic nonviolent civil resistance.
